I remember seeing something about these Islands that was shaped like states in America. Then they would sell each state. It of course was man made. I think you go by just building up the foundations look at Hawaii it lives on top of dried motlen rock from lava that came up from the sea floor. In Italy they made a and Island to help stop the city from beeing flooded by just droping rocks and then filling the top with dirt.
You would have to do it somewhere in international waters. I guess if you wanted your own country you better pick up a nuke so no one will mess with you or else you are gona end up paying taxes on it like the rest of us.

Easiest way is to purchase some waterfront property, along one of the ocean coasts. Then, purchase an excavator and dig a trench around part of your property, connecting the two ends of the trench to the water. Keep digging down until you have the desired depth, then widen your "moat" until you have the desired distance from "land" or you run out of space on your lot. VIOLA....You now own an island.
The alternate is to purchase a barge and load it with dirt and rubble. Take it out in the ocean and dump it at some specific coordinates. (watch to be out in "international waters" so no one else can claim your island) Continue this process until you start to see some of the debris starting to make it to the top of the ocean surface. When the island is built up enough for your liking, top it off with some loads of top soil so you can plant some vegetation.

It is possible and has been done for thousands of years. The simple way to do it is just to pile up rocks until you reach the surface of the water. You can make the island stronger by preparing the surface it is built on and by using concrete as well as rock.
You don't have to use rock, there are several large islands in Dubai which have been built just using sand.

Yes. To be a true island it would mean making a pile of material from the ocean floor to the surface. Someone made a semi-island from garbage.

I'm not sure, but I would like to partner with you on this one! I would say, hang out by those oil rigs that are slowing down, and as soon as they shut down and Bruce Willis and company move out to save the planet, jump on that puppy and bring plants and birds and rocks and things.
Make sure it's at least 30 feet above sea level as the global warming will raise the oceans that much.
Option 2 is to buy a few aircraft carriers from the aircraft carrier junk yard and lasso them together. Get a huge anchor and haul them out halfway between Hayward, california and Hawaii and drop anchor. Bring all the stuff for Option 1 as well.
