If you need to ask this question here, you do not have enough knowledge to be breeding yet. Besides, if it's her second heat then she's not much more than a year old, which is too young for her to be having a litter.

Please do some research on the subject BEFORE subjecting your dogs and puppies to the consequenses of your lack of knowledge.

Many males have this problem. It takes them many successful ties until they properly learn what to do. Basically, it is a matter of trial and error for them. Only allow one female in the room, have the other female totally out of sight. You also might want to try the smallest female first, as this may be easier for him. Most dogs will not allow you to try and help them, it will only cause them to walk away. Also, leave them alone. Let them be within your sight, but do not be sitting there talking to them, that is a distraction to him. Some females will only tie on a specific day. So even if he is trying his heart out, it must be the proper day before a tie can be achieved. This is trial and error on your part. After an unsuccessful breeding, take the male away and let him whine and cry for an hour or two. Then let him try again. Sometimes this break allows him to calm down a bit, and then try harder.

Well, you see, breeding dogs without knowing anything isn't as easy as everyone thinks. That's very common. How old is the male? Has he ever bred a female before? Is the female at the right time of her season. If you are serious about breeding, I would call the vet and see if you can do A.I. or call a breeder....

well there can be a couple of reasons for this...let me list them out for u.
1.)the male has always been with the female in this case the male is sort of bored and wont mount.
2.)the females heat is not proper the best time is arnd the 10 th day.
3.)the male is too young and is not experienced enough..

Im a junior vet and also am a breeder and i have about 50 dogs and this is a pretty common phenomenon....

maybe you shouldn't be trying to breed dogs until you yourself
are more educated in breeding. this would benefit you and your
dogs. safety. because i've known dogs to die giving birth to
puppies because the female was too small to deliver the puppies.
please try to educate yourself more for everyone's sake.
contact sheltie breeders and find out more about the breed.
plus there are so many homeless pets now, reconsider your
plan on breeding.

Well, Shelties generally do not breed on their own and if left to their own devices the breed would probably quickly die out. They need 'help'. Perhaps if you don't know the basics you shouldn't be breeding?

Your male may prefer other males; your female may not see your male as a suitable candidate for reproduction and is refusing to allow him to mount; both dogs may be too young to reproduce...

You can't MAKE it happen.

Maybe he doesn't think she's pretty!!

Are you possitive the male can reproduce??

It won't hurt for her to wait until her 3rd heet. It will give her time to grow and be a better mother anyways.

If both pets are always kept together, sometimes they don't want to mate.
or
maybe your females not ready yet.
