Instead of punishment why don't you offer incentive. Does your 15 year old want a driver's liscense? How about a trip with you and a friend? If those things are too big. Think about clothes, cds, gadgets, makeup, spa, hair cuts. It is not bribery. It is teaching her that if she does well she gets rewarded.

Firstly why would you punish a child for having bad grades, that is so cruel, if you do this you will probably cause him/her even more damage, a feeling of worthlessness, never being good enough. Bin there, eaten the pie, seen the film. THINK ABOUT WHAT YOU ARE DOING TO THIS CHILD. Ask yourself how would you like to be treated like you are suggesting ?

Take away every thing that has meaning to him, and explain that you want to see his grades improved, or he will have to survive on a lot less, if he has a phone, Music player, TV, DVD player. computer, then advise him he has lost all privileges to them, and most important stick to your decision
