I asked my trainer a question similar and he stated no. Since you don't give enough time for your body/brain to realize you are exercising. Secondly you don't get your heart in the correct target heart rate to achieve results.

Well, the mini's "count" in my book--even parking at a far distance & not curbside counts as a mini-walk. The minis will get your "blood pumping" and rev up your matabolism for a while & this is a good thing. They do not get you the aerobic health benefits of a 20 min.--and actually with warm up & cool down its more like 35-40 mins--but don't let stop you from doing your minis--And thanks for the encouragement--I'm gettin' off this computer & out'n'about! :)

you will probaly end up hurting yourself unless you stretch before each one which makes it kind of pointless if you are trying to save time. the whole point is to workout for at least 20 minutes to get your heart exercise.

a 2 minute cardio, NO. If this is how you are acclimating your body to exercise, then sure, but you must increase. If this is target area exercises, like squats and push ups, sure that can work.
