Civil Trial is in Texas. The witness has moved from the city where he was subpoenaed, but he is still within the State of Texas. He is the only witness I have. Judge had signed the motion to designate him as a responsible third party, is this enough?

Generally if a witness is "hostile" the answer is to have him appear when the trial is continued and have the judge order him back so you don't have to serve him again. I don't know what a "responsible third party" involves, it's not a court related designation. Is this a child custody issue where he's the person helping to exchange a child? It doesn't sound like he has a legal duty to appear at the continued trial date but you had better see a Texas attorney and be sure.

Can he be arrested and forced to appear?

Doesn't he legally have to appear????? Aren't there repercussions if he does not? Must suck to have a witness that isn't on your side. If he was, he'd do his part.
