It may be a symptom of diabetes. Is he drinking large amounts of water as well? Another symptom may be weight loss.
Take him to the vets to get him tested.

Urinating outside of the litterbox is most often scent-marking behavior. It can also indicate a bladder infection, but ONLY if the cat squats to urinate (in the way he does when he urinates in the litter box). If he lifts his tail, backs up to a wall or object, and SPRAYS it, that is most definitely scent-marking. It's pretty uncommon for male cats to continue to scent mark after they've been neutered. You should DEFINITELY get him neutered as soon as possible. This will very likely stop once you do that.

probably an bladder or unrinary tract infection. Are you sure he is urinating, he may have a blockage and is getting into the box and TRYING to urinate but nothing comes out! Have you heard the urine, or seen the urine in the litter box. If he has a blockage, you need to get him to the vet right away as this is a VERY serious condition and can kill your cat!!
