I'll assume you mean drawing with chalk pastels, and it's because 1) illustration board doesn't generally have that much grain, which doesn't pick up that much pastel, and 2) a TON of the pastel will flake off and blow around from the board, which makes it very challenging to use on illustration board. I would recommend a coarser-grained pastel paper or board, and certainly make sure to have good lung capacity or something to help contain the flakes. One false move after a giant drawing without flake control will yield streaks all over!

Illustration board doesn't have enough "tooth" to hold powder pastel. That's why pastel paper or heavy water color paper are recommended

Just use some pastel paper.
