The cost of a child is dependent on the Airline. Regardless you will be charge for a seat. That seat may cost less if the child is between 2-12, if the airline doesn't charge full price for children passengers. Age 13 and above you will have to pay full price.

It depends on the airline. Children who have reached their 2nd birthday are required by FAA regulation to have their own seats. It's up to the airline as to whether or not they charge full fare or discount fare.
