NO.
Chemically, they're not even close. Citric Acid is vitamin C, baking soda is sodium bicarbonate.
Mixing baking soda with an acid (i.e.vinegar) will cause a chemical reaction.
In cooking, baking soda and a touch of vinegar create the leavening action. Citric acid would be used to add a tartness or to preserve color.
