They are called Bumper savers. These are usually used to limit the forward moevement of the car any closer to the pavement ahead so that you can save your bumpers. These are generally small in size so that it would go under your bumper and hit the tyres and stop you moving forward. Sometimes, they are bigger and if you happen to drive a low chasis car, then your bumper might be in trouble.

Other people covered the blame part. Here is what to do: TOW THE CAR TO A DEALER OR SHOP. Have them evaluate the damage. Tow truck bill and a possible oil pan change is cheap compared to replacing a seized engine.
