Many older officers keep their commissions. In some cases they have volunteered to go back on active duty.

Enlisted guys are subject to recall based on many conditions. Read the second page, the entire second page, of a military enlistment contract at the link.

You are citing a story done by 60 Minutes in December of 2004.
They come from a pool of soldiers called Individual Ready Reserve. They signed up for this obligation and did not resign their commissions. This is perfectly legal and is not out of line. This is also not the first time it has been done.

once you beome a soldier-your basically on the list for life!

only during the most extreme times would 50+'ers have to go unless they wanted to or had a speciality that was really in short supply!
