try putting the leash on him and letting him just keep it on while he's running around the house. he'll get used to it and eventually forget about it. and whatever you do, don't yank him around. the more you pull a dog the more they will resist.

He's still very young. Perhaps he doesn't like the way you are training him and associates the lead with it? Are you full of praise, treats and hugs or do you tell him off? You must train with positive action, not negative. Dogs do take sometime to get used to the lead. Both my scotties didn't know what was expected of them! Put the lead on, give him a treat, tickles, fun etc and soon he will get used to it. You could just put the lead on and leave it without holding it. Soon he'll get up and then you can just hold it while you pet him and make a fuss of him. Then take a step. If he comes - bags of praise. He'll get there - be patient.

Put the lead on him and tie it up so that it doesn't drag. He'll soon get used to it just by running around. Sit down and call him over, reaching out untill you can grab the handle of the lead, Eventually he will start to come to you and will respond more positively to the lead.

He's on strike! You have got to get out the hot dogs, steak and chicken niblets. Have him chase it with the lead on, little tugs here and there, givee him a treat. He needs to be motivated and distracted from the collar or lead on his neck. Lots of squeeky paise and high pitched noises. Don't be afraid to bend down to his level as you walk with him for encouragement and baiting the treat. Good Luck, will you show him in the future?

Yup, agree with above, put the leash on around the house to get the puppy used to it. Also, offering yummy treats on an attempt to first walk is a good way for him to associate a walk as a fun experience.

Try him without it some collies wont need a lead try using close commands you might be a lucky one where the dog will not leave your site best of luck

was he mistreated before? perhaps he was beat by a lead (?)
put it on him in the house while youre home, and eventually he'll realize it's not a bad thing. Cookie bones to convince him to get up and come to you are always a good thing.

let him run around in the yard wit a small bit of rope hanging from his collor it will get him used 2 the feeling of a lead always feed him after awalk good luck

Like they said, let him play with the lead on and dont pick it up for a few days, and when you do start using it go where he goes, follow him, eventually he wont notice and follow your gentle pulls

I AGREE PUT HIS LEAD ON AROUND THE HOUSE FOR A LITTLE WHILE THEN WHEN YOU TAKE HIM OUT SEE IF A FRIEND CAN FETCH THEIR DOG SO THAT HE CAN FOLLOW IT AND SEE THAT IT IS NOT ALL BAD ALSO TAKE LOTS OF TREATS AND IF HE'S UNSURE ABOUT WALKING THROW A TREAT ON THE FLOOR LITTLE WAY IN FRONT OF HIM SO HE'LL START WALKING ON THE LEAD WITH OUT KNOWING IT..
