Windows XP comes with an inbuilt Fax utility. You can find it under Control Panel, printers and faxes.

You open it and under options turn off Fax monitor during start up. This can also be done by shutting down Fax service using msconfig.
Once you turn this off, then it will not try to configure the fax.

check to see if you have a fax modem on your computer.
load the drivers for it if you have 1.

remember that windows goes through all your hardware when it starts up.
