I am new in this area and it is so boring because knowone comes outside. At my last base we all talked and did things together but here knowone wants to say hi.

Maybe you can start this community into a social community. People are just scared. It's hard to want to get to know your neighbors when most likely you or they can move at anytime. Military families move all the time. Creating bonds of friendship takes work and people tend to shy away from things that are hard. Trusting new people is hard too.
_You may be just what this neighborhood needs, just don't expect to much at first.

Yes, people have become somewhat anti-social. Heck, where I live many people not even know their neighbor's name or even how many people live there. Now that is bad.
A woman I knew, the first time I went to her house. She was not home yet, so, no car, but, I was fairly sure it was her house. I see the neighbor next door and ask; "Does Sarah and her daughter live here"? He said; "I not know her name, but, I think it a woman and little girl live there".
Heck, I enjoy people and when I go to town joke around. Most people are cool and fun. Some though, you say something to them and they get this look like; "OMG!!! He talking to me, what do I do"??
