I would buy one from craigslist.org it is a great site with good prices and you can haggle.
I got my motorcycle from there.

If it is like Houston you don't need a motorcycle license just a regular one.

Unless it it very small, you need a motorcycle license; it requires taking a road test. It's in addition to your regular drivers license/ Dont forget, you have to register the scooter and get insurance.
