I have very dark circles too, so I asked my naturopath.
We found out I'm anemic. It's also due to my celiac disease, which makes me not absorb nutrients correctly.
So, nutrient deficiency is a major one.
Surprisingly, she said that tiredness has very little to do with the actual color of your circles. Bags are from tiredness.
Genetics are also a major role. Do any of your family members also have dark circles? Mine do.
So try taking a very good multivitamin. Perhaps also getting some bloodwork done, especially if you're tired all the time.
Giving yourself a very gentle facial massage helps perk up your circulation, and might help out with making your eyes less tired looking if you have bags :)

In the meantime, Bare Escentuals has THE BEST makeup!! they're the only brand I've found that the makeup really covers up my dark circles, I don't react to it, and it stays on all day without creasing.
Hope this helps!

Ok ... agree with the comment earlier about drinking more water and concealer...here's another that might sound a little crazy...

Stick 2 metal teaspoons in the freezer and the next morning when you want to reduce the circles and puffiness, press the roundy (curved) part over your eyes...

I swear it works!

Drink more water.

Use a cold cream under them.

Use a yellow based concelear a shade or two lighter than your foundation color.

Get more vitamin A (from dark, leafy greens such as mustard greens, collard greens, spinach, etc.)

Grapeseed oil...It's cheap and it's used in cosmetics. You may also need a complete pack of good nutrition.
