I use a Logitech Quickcam Pro 4000. It is fabulous!
Night vision? No way! Do you want looking like a monster?
My quickcam works great in low-lit environments, in this case, chatting at nighttime with lights off.
With just the computer's screen and the Low Light Filter setting on, I can broadcast my video like it's daytime!
I bought mine refurbished from a trusted ebay seller.
Of course, you can get Logitech's current line of webcams, I'm just saying that my webcam is really good!!!

A good webcam is by logitech. Not sure of the cost but go to www.logitech.com and they will give you the price and all the features. I got a fusion webcam from them.

you could use for example WBCNV350 webcam at 19.99 $ ,i created my own nightvision webcam from a q-tec 300 usb 2.0,you can do this with -i think - all webcams in comerce,i opened it and cleaned the infrared filter from paint(thats a little piece of glass above the senso),and it works perfectly,for light source i use 2 leds from an old remote control.

Although logitec is a good make but not sure if they make any nighvision digital webcam.
You would need an infrared night vision digital webcam.
The best answer i can give is to search on ebay or amazon.
