how many levels are there and does it mean that if i die and go to a lower level than you that you are or were better than me? does god judge who gets to be better than the other in your heaven? and what things get you to the higher levels?

This is a difficult question. Christ said, "In my Father's House, there are many Mansions." To Mormons, this means that there is not just Heaven and Hell. There are varying degrees of evil and goodness. To assume that God lumps all into just two categories is not logical to many. Paul also talks about the different levels in the New Testament, Celestial, Terrestial, and Telestial. Then within each of these "heavens" are degrees as well.
God does not say who is better or worse in these places. It is where one would be the most comfortable. All sin will be forgiven through Jesus Christ (except the unforgivable sin of denying the Holy Ghost). Thus, all will end up in a heaven. That is the mercy and justice of God. The degrees will be largely determined by the individual and what faith they had in the power of Christ to save.

I take your question as sincere. The three levels of glory (heaven) are the Telestial, the Terrestrial, and the Celestial with the latter being the highest in glory.

Brigham Young once said that the Telestial Kingdom, the lower of the three, surpasses all understanding and that a mortal would do well not to hurry his passage to it.

In the Celestial Kingdom, that where God the Father and His Son reside, are three separate divisions. To gain entrance into the Celestial Kingdom a person must be baptized into the Church of Jesus Christ of Latter-day Saints under the authorized priesthood authority.

To gain the highest level of the kingdom, worthy Mormons must obey all the commandments of God and then be sealed as husband and wife for all eternity in one of the temples on earth.

Jesus Christ is the ultimate judge on where our resurrected bodies will go. It's not being better than anyone else, but who follows a stricter righteous path back to our Heavenly Father that matters--those willing to make the necessary sacrifices in mortality to obey all the commandments of God to the best of their abilities.

Would an all-out sinner be comfortable living in the presence of our Lord and Savior? No, not anymore than that sinner would feel comfortable living with the Bible's prophets of old and the Christ's apostles in the Old World and of the New World. To everyone is given an appropriate mansion or eternal home in the herafter.

Incidentally, Mormon is a proper noun just as God is. Both should be capitalized.

Telestial - where unbelievers go
Terrestrial - for religious people who aren't Mormons and for Mormons who have not met the requirements of the
Celestial - for Mormons who have kept ALL of the laws and ordinances of their church. What will the celestial heaven (kingdom) supposedly be like for a good Mormon? He will be a god, he will rule over a planet with his wives and spirit children.

Basically, we believe there will be three kingdoms of Glory, like Paul talked about in the Bible, a glory comparable to the stars, the moon, and the sun. We call them Telestial (like the stars), Terestial (like the moon), and Celestial (like the sun).

And yes, we believe God Judges who goes where. As far was what it takes to get into each one, I suggest reading D&C 76: http://scriptures.lds.org/en/dc/76 for a detailed description.
