Depends upon the state. Some states the tags stay with the owner (MA & MO for example) but in other states the tags stay with the car (TX & OK, for example.)
If you're trading a car, the dealer knows what to do.

That is a state by state issue. Most states transfer the plate from vehicle to vehicle. If you want a new plate tell them at the DMV and surrender the old plate.

You can choose what you want to do, in some states if you trade in a car and buy a truck they will make you get a new plate, but other than that you can pick!

The license plate stays with the VIN (the car). Contact the department in your state that issues license plates and see if there's a mechanism for keeping your plate. Since oeople like to have personalized plates, there is probably a way to do it.

You can ALWAYS get a new set of plates if you want them.
In most states the plates stay in your name and you may use them again.
I have vanity plates that I've used on three cars.

Here, in British Columbia, Canada, you get new plates every time you change vehicles.
It's frustating because it takes me a few years to memorize the plate and by that time we get a different car.

In most cases the dealer will just transfer your plate to the new vehicle. You can get a new one if you would rather have a new one.

It's up to you. You can transfer tags or get new ones. You just need to weigh the cost savings on which route works best for your situation.
