Adopt one. The shelter or rescue should be able to find a dog fitting your needs.

If you want a "cheap" dog, you have to understand that the breeding on the dog won't be very good - and its parents health checks for hereditary illnesses and problems probabaly will not have been done (things like hips eyes etc.)

AKC papers do not mean the dog is of good quality - it just means that it has a birth certificate and you can trace its family.

If you want one for a pet or to do obedience or agility competition- the only thing that a "cheap" dog should be used for - an you don't want to do the puppy raising thing (not that a good quality puppy is cheap), there are only two sources:

(1) Your local shelter

(2) The Border Collie Society - the national breed club

They have a border collie rescue where they place dogs of their breed that need rehomes.

Use their email contact link to thave hem put you in touch with a rescue near you.

If a dog from the shelter or brred rescue does not come with a copy of its AKC papers (happens very frequently), you can still register the dog with the AKC but as an ILP. The dog can NOT show in conformation. Any puppies from the dog can NOT be registered (and not really a problem since a shelter or breed rescue will insist on spaying/neutering before you get it) . It can however compete in obedience, agility, tracking and other performance events like herding.

Why don't you be a good samaritan and rescue a border collie that really needs a good home? You didn't say why it's important to have papers and you will pay a lot loss for a rescued dog than one from a breeder. In addition it may already be housebroken.
