Well, you can't add or remove programs.

But you can either format the hard disk, or just install a new OS overwriting xp. You can do this by following the steps in the links below

Did you completely lose the OS? If so your system should have come with a reinstall or recovery disk (Dell didn't include the actual OS disk unless you requested it until recently). If you've lost the OS completely then you can get a new one from MS fairly less expensive due to Vista coming in January.

If you just need to restore to a previous point it's easy.

Use system restore which is commonly found under control panel. You can also get step by step help from your manufacturer's customer service department or the website of same.

I don't know about reinstall, but you should be able to do a restore. Go into your control panel, and you should be able to find the option. I can't give you the precise instructions at this time. I'm on a computer running 2000.

get a brand new version of windows xp and boot from the cd and re install windows and thats the only way how but first save all file and folders you wish to keep and save it then copy them back on the new version of windows

Recovery disks should have come with your computer. Go to the store and buy is expensive. Back everything up first, either way.
