well, first of all, if she doesn't seem to like you, don't bother. It will save a lot of hurt feelings. And don't go up to her and just randomly say, "Hey, i like you, let's go out" because that's dumb. Get to know her and be her friend. Then maybe take her out with a group of friends or something. Then if you can tell she likes you and stuff, call her up and say that you've been noticing her lately and tell her that you would like to go out or something. But don't have this speech for her, nobody really likes that. Keep it short and sweet. And if she says she just wants to be friends for a while yet, be cool with that. Take it slow.

C'mon Jay, just be a cool dude and ask her out. Don't give her an opportunity to hatchet you man.
If you tell her you like her, anything she says will be less than you want to hear. So bypass that for now, and just ask her out. If she says no, maybe she's busy that time.

don't be shy and ask her out. she probably likes you too. don't show her your scared because then she might just feel sorry for you and say yes to not hurt you. instead take a chance and ask her out cool and relaxed. she might just say yes!
