i guess it all depends on the nature of the crime. did he steal the money? if that is the case then no he shouldn't get the reward. however if he happens to be a criminal and he finds the money then why should he be kept from having it?

No, that would just be an incentive for criminals to commit petty crimes. Or other people to take the rap for them.
