It isn't. I used to eat at one in Santo Domingo, Dominican Republic.
They served fries with all the orders there though. Just didn't seem quite right.
It has been about 6 years, so maybe they closed it down.

hi now, only going off what i know, there is or used to be a "taco bill" in melbourne near greater union cinema (russell st?). Maybe it is / was a franchise of "taco bell", like burger king is a company and hungry jacks is a franchise of that mostly in Australia. I know there are burger kings poppping up in australia but they may not be franchised stores they may still be owned by the company. Maybe this response will get you on your way to the absolute correct answer.

I once went to a Taco Bell in Tijuana, Mexico. No, it was not a franchise, it was just a little independent restaurant with the same name. The food was amazing...really fresh meats, and the best Mexican food I'd ever had. And the meal was capped off by Mexican Coca-Cola, which is sweeter than American Coke.

There was briefly a Taco Bell in London, near Earls Court. It didn't take off. It shut down pretty quickly. It's now a Nandos, I believe.

It's mainly a U.S. restaurant chain. There are a few Taco Bell franchises in Canada, including one in Ottawa, but I've heard they're not as good as the ones in the U.S.

Thats not true at all i live in Ottawa,Canada. Thats right home of the senators, we have toomany taco bells it taste like garbage. you americans have an awesome restaurant we dont and thats pondarosa,some one should start a chain up here.

It isn't it's also in canada in ottawa near st.laurent shopping centre and it's put together with kfc and pizza hut.
