foaming is a sign of RABIES
so if you havent got him rabies shots yet you might need to get him check
is he acting different like mean and crazy?
or it might just be the other dog
but until you find out dont let your other dog come in contact with him this includes water and food
and you should look up the symtoms of rabies

He's nervous. When he gets used to the french bulldog he should stop. Make sure you give the older dog as much attention as you give the newer dog.

The scent excites glands in your other dog and produces this foaming effect. You will notice it calming down as he adjusts to the presence of the second dog.

Your old dog is just claiming his territory, he is basically showing this new dog he is boss. If your new dog is also male i would suggest getting them both neutered as there will be territory wars - same goes if the new dog is female, need i say any more!
give him time and he will adjust, just make sure you dont show your old dog any less attention and he will soon get used to the new one - dogs are just like kids!

He probably just needs time to adjust. Although you should just get him checked out at the Vet.

Don't let his saliva touch you until you get him checked out, and if you do by accident, immediately wash yourself with soap!
Or, you know, he could just be adjusting.
