Video editing software. You have a very basic one included free if you have Windows XP. Start > All Programs > Accessories > Movie Maker.

You should be able to add a picture to the timeline at the bottom of the Movie Maker screen. Then set the amount of time you want it to display (5 second, 10 seconds, etc).

Add a fancy transition between each of the pictures, and then but a music file into the background. The program will help to do both.

Save it as a wmv video file and you are done.
