Bottled water bought outside of the security checkpoint - no.

Bottled water bought inside of the secured zone - yes (proof of purchase NOT required, as stated above).

Empty bottle through security so that you can fill it up yourself - yes.

I'm from Onaha also, but if you go to www.tsa.gov it will have all the rules. I think they have relaxed it some but you should double check.. Good Luck.
