Our cat jumped the fence into the neighbor's yard behind us. We drove around and knocked on their door and (despite clearly being able to see them in the window) they didn't answer.
What should we do?

I would go into the yard partially and call the cat anyway. They may have the TV volume high or may be involved in a serious matter and did not wish to be disturbed at that moment. Be careful of dogs, though.

Get some food the cat loves and keep calling it. I don't suppose you have these peoples phone number. This is weird. Cat should come back when she is hungry. Just can't get into the back yard?
I would start keeping cat in.

Maybe they were doing something that they couldnt be disturbed. Some people like their privacy and not everyone answers the door all the time. Try going back a second time. Hopefully your cat will come back on its own.

Are they hard of hearing? If not then how strange they must be. Find out if one of the other neighbors knows their phone number. Or, get a ladder and hop the fence to get your cat.

If it gets to that point that they are ignoring your knock... you could call for a police escort. It is a drastic step, but you dont want to just walk on to someones property to search for your cat and them calling the cops on you for trespassing.

It sounds like they are a bit weird as it is, and I wouldnt put it past them.
