NYgal's transliteration is essentially correct. (I might quibble that some of the letters ought technically to be doubled -- chikko, vekullo, machmaddim -- and that a more traditional rendering would be "mamtaqim", but neither would change our pronunciation.)

But the first two letters are not part of the text itself -- טז represents the number 16, in this case the verse number. (That's why there are no vowel markings associated with these letters.) Hebrew (like Greek and many other languages) used the letters to stand for numbers as well. The first 10 letters (aleph to yod) stand for 1-10, the successive letters stand for "20", "30", etc.

Perhaps what caused confusion is that according to this system, one would have expected to see 16 represented by yod followed by he ("10" + "6"). But Hebrew scribes did not want to use this combination because it is the same form as an abbreviation for the divine name YH(WH). So they substituted טז (or "9" + "7") In the same way, since yod + waw can also be used to abbreviate the divine name, "17" is written as tet-cheth ("9" + "8").

I see what you've copied here is Song of Solomon 5:16 (see, there's your "16"). In case you also need the translation:

"His mouth is most sweet;

i'm israeli and can barely make it out! the last word for sure is 'yerushalayim' as in Jerusalem the rest i am not gonna even attempt
