While felt pads are probably a better choice, I have seen decorative floor protectors for chairs:

If your house has a small doorway to the kitchen then put a little gate there so the dog can't get in. Or if it has a big opening, then move the dog into a different room in the house and only put him out of that room when you have time to watch him closely. OR you can just watch him closely all the time and make sure he doesn't do it, and if he does scold him or pop him on the nose. Then when you go to bed at night put him in his kennel/cage thingy or put him in a room with the door closed so he can't get out to do it while you are sleeping.

I haven't seen "boots" for chairs before. Try your local hardware store, or even your local drugstore for felt tips that get stuck to the bottom of the legs of the chairs, they come in different sizes and colors too, I think. This way you don't have the unsightly "boots", but can still protect your floors.

A bit abstract, but a great idea,,,why not craft some yourself?
Pretty easy actually and you wouldn't need to sew even. Just use the fabric of choice, cut and hot glue, slip on and slide about.

boots may ruin the asthetic appearance of the chairs and tables. instead you should cut pieces of felt to size and stick them at the base of each leg. there will be no more loud scrapes and you'll stop any scratching too.

We got these cool things at the office supply store, and only bought them because they were on clearance, but you could do it yourself. They are yellow tennis balls, you just slash an X on one side, and slip on the legs (that already might have those rubber thingies on them). Alternatively, buy replacement rubber thingies.

WalMart has felt 'sliders' for the chairs and tables, which should do what you are looking for.
