Because, believe it or not, the water in the toilet is likely to be fresher than that in her bowl. (Further, the toilet often contains less germs than your kitchen sink!)
It's "gross" though. Close the lid.

You should definitely stop her from drinking from the toilet, especially because it has the disinfectant tablets. To do this, you could put aluminum foil or double-sided tape somewhere where your cat's paws would have to touch to drink out of the toilet. She could be drinking from the toilet because her water doesn't interest her. You should: -make sure the water bowls are far away from her litter box, even if the water is clean -make sure toilet lids are closed -try giving her filtered water and see if she likes that better -possibly buy a drinking fountain for pets that keeps the water moving. Cats like running water better than still water. This would make her drinking water even more exciting than the toilet water. It is possible that she could be sick and is consuming things that aren't supposed to be eaten (known as pica). This is a symptom of some mental and physical illnesses. Although cats are very good at hiding problems, I doubt this is the case with your cat because it seems like she's still behaving normally. If her water is clean and far from a litter box, she's probably drinking from the toilet because it's different and intriguing.

Keep the bathroom door closed and the toilet lid down. Make sure she has enough water in her bowl. Under no circumstances let her near the toilet, she has to learn she's not allowed in there.

they drink it because it is cold water animals tend to drink from anything that holds water to stop it just put the toilet seat down

Design to your cat some more interesting place from what could it drink water because cat's allways searching for weird and uneasy to reach water places.

Is her drinking dish wiped out and filled with fresh water every day? If you use soap on it, make absolutely sure it is rinsed thoroughly. Cats should have non-plastic bowls as plastic can cause allergies.
