When you reinstalled Windows XP, it did not load the driver for your sound card. You will need to reinstall that driver.

Go into the Control panel and open the System Icon
Go to the Hardware tab and click the Device Manager button
Click on the + sign in front of the Sund and Audio section
Should open and show you the name of your Sound Card
If there is a red x or yellow ! in front of it, it is not correctly installed
Right click and uninstall the card
Reboot and than may resolve the issue

Well... i had encounterd the same problem as you did,...Try windows xp with service packs either Service pack 1 or 2... but i prefer using Sp2...
