well if I were you I would have been worried that my internet activity is being watched as well, only suggestion to you is find evidence and find proof and then contact the FBI, my other suggestion would just be to move as far away as possible if you don't feel safe there anymore, I left the bigger city for the simple fact that I got sick of seeing so many people strung out on drugs walking around like zombies living extremely unsafe lifestyles for sex and drugs, gang violence, who needs all that crap, move away to a small town in another state somewhere, anyways, best of luck to you, contact me if you want to talk

Contact the next highest level of jurisdiction. Probably this would be State. You would need to talk to someone in the State DA's office. Give them all the info you have, and any evidence you can provide.
Also, if this jurisdiction is truly as corrupt as you say, and not just a small handful of bad apples, then after you make this report (even if anonymous or confidentially) you need to seriously watch your back. In fact, I would recommend already having a new job and new town to moveto lined up before hand.

Call the biggest tv station you can find. Call the FBI. That is rotten. They are ruining the good guys reputation by making the whole force look like thugs.
