if a woman had a child with one man, married another man (who was not allowed to adopt her child) then divorced him and he raised the child for a year (to finish high school) could he get back child support from her?

she's never gotten support from the father. i don't think she knows who he is. the child (now 21 years old) only knows his step father as dad.

they have a daughter together. after the divorce she got weekday custody he got weekend custody. she spent 2 weekends in 9 years at dads because mom was 'to busy' to drop off or pick up. (they live under 5 miles from each other. now that she has her license she comes by at least 5 or 6 times a week)
they had a verbal agreement between them to do no child support since he had her child and she had theirs. now she wants back child support for that year.

he is having his paycheck garnished. we already told her we would give her CASH if she would stop the garnishment. she said she would, but hasn't done it. (she's had over a month to do it).
now his credit will be screwed up so he can't help with his daughter's college! that's what's so messed up.
neither of us has a problem with paying the back child support. he's NOT a deadbeat dad! he WANTS to support her. her mother is doing everything possible to mess everything up. i think she wants to stay in his life in any way she can.
