Using the info you have given, being weak in the back legs is a clear indication of a paralasys tick, You need to get the dog help NOW!!

Can you find the tick?? If you can, remove it now or it will cause more damage, it sould be a grey colour and make sure you get the head.

Keep a close eye it, the dog will go down hill quick and if no help is given it WILL die.

Ticks are dangerous for all involved. Look at gum line if its white go to a vet fast. If its still pink use a dip and look for ticks daily keep out of wooded areas for a while. Keep bedding clean. Shepherds are known for the hind legs being different if it looks like a hip problem see a vet they have calcium and other medicines to help puppies get past growth spurts. I have a great Dane large dogs have joint problems growing mine is 3 now and is just fine but for a while I was worried.

28kg is pretty heavy for a 10-month-old shepherd, unless it is a LARGE shepherd. The excess weight may contribute to the weakness in the back.
Unfortunately, shephers are also prone to hip problems in the back legs, especially those that have a low-slung rear that is "standard" for the breed.
You need to see a vet about that, there are some treatments that may improve the dog's quality of life for now.

For ticks, use a product called "7 Dust". You put it right onto their coat and it will kill any fleas/ticks quickly and is harmless to the dog.

The weak in the behind part could be hip dysplasia (also known as HD) which is an inherited degenerative joint disease and needs to be checked by a vet right away. There is no cure for HD and it is VERY painful to the dog. The hips can be replaced with surgery but it is very expensive and also very painful. The most humane thing to do for a dog with HD is to put him down.

Hopefully, your puppy just has long, gangly legs and will grow out of the weak hind-quarters quickly.

PLEASE have the dog checked for HD by a vet immediately. It's cruel to make them live in pain.

i can't tell you what to do about the weight but as ticks gos my dog gets them all the time. Any local pet store should carry a tick remover which is like a bottle opener for ticks . Once you get that put some rubbing alchohol on the tick before pulling it out. It makes it less painful for the dog

you don't have alpha status over your dog. He runs the show, not you (in his mind). You need to do some reading on dog behavior (authors Anne Fennel, Cesar Millan) so you learn how to communicate with your dogs and can understand how they think. Then get some obedience training with local trainer/behaviorist. If you don't walk your dog every day for at least an hour total, you need to. Exercise will drain a lot of the pent up mental and physical energy he has that turns to aggression. A good walk with you leading, not the dog, is also a good way to re-enforce that you are in charge. Bottom line is, the problem is the way you've handled the dog, not the dog. The good news is once you learn to do things correctly, dogs learn very fast. good luck.

I have an out door pup myself and fleas and ticks can do some real damage. at you vets office they have advantage (little on the pricie side) its a miracle worker. you get 3 viels for 3 months I have yet to see a tick on my pup or my 2 outside cats in years. What it does is when the flea jumps on and bites into the flesh they become intoxicated and fall off and die same thing w/ baby fleas if she has flea eggs on her the moment they hatch they die. and same things with ticks.

When growing up on a farm, we often would use "Vicks" or a vapor type of rub for something like this. It might be an old remedy and seem to be a bit outdated. However, it worked every time for us.
