Any EU citizen can come to Ireland and live here without a visa but everyone needs a passport except for people from the UK (you just need a driver's licence etc in theory though the airport staff can be a pain in the bum in this respect). If you are not from the EU and this includes the new accession countries of Romania and Bulgaria you do need a visa or residence permit if you are going to be staying for any amount of time.
It is pretty hard to get these unless you can prove that you have Irish ancestors-check with your nearest Irish consulate/embassy for more details

Depends on your nationality whether you need a visa. If you are an EU national, no visa will be required under European legislation on the free movement of workers, etc. If you are a national of any other country you should check with the Irish Embassy.
You will need a passport as it is a separate country.

London gave you some long great detailed info that could come in handy even though had wrong country. I would say research all the countries that were listed by another person on here and which ever place you like the most take the plunge even after researching it would be best to visit the place first a few times first though
