It is on Sky Channel 415, but you may need to sign up to a specific package in order to be able to receive it. A friend of mine had to sign up to the "news" package to get Attheraces, whereas we had it included in the Family package!
Give Sky a call and find out exactly what the current situation is.
You will not get all GB racing on Attheraces, as Racing UK own the rights to around half the courses in this country. Racing UK is subscription only, at £20 a month.

I think it depends on your TV supplier. I have it on cable, you just have to search through the channels
