Hi there...daily brushing and a diet rich in protein (crude protein 28% or greater). Avoiding cat food that contains corn, corn meal as this is a carbohydrate and filler used to keep the dry kibble from breaking down in the packaging. Innova EVO, Nature's Variety Prairie, Wellness, Solid Gold are some of the premium cat foods that achieves this. Most commercial grade cat foods sold in chain pet stores or grocers contain corn, corn meal listed as the primary ingredients. Specialty pet stores will carry the premium cat food brands that steer clear of these ingredients.
Cat's are obligate carnivores so they should have diets consisting of high animal protein devoid of simple carbohydrates.

Half a teaspoon of cod liver oil in their food will help their coat, and help with any flakey skin.
The vet I take my cat to said that olive oil works as well... but it's a lot easier to get a cat to eat codliver oil.

Groom the cat more often and change her diet to a high quality food. Change the food slowly so (s)he doesn't get an upset tummy.
