No crying underwater is not possible because of two reasons.
1) While crying there is a spasm of muscles , of that of the oesophagus (throat) and this would result in death of an individual if he/she is under water.
2) The external fluid pressure will not permit the tear gland to secrete tears there by nullifying the possibility.
Thus you cannot cry under water..
of course except if you are wearing a goggle or you are in a submarine! :)

for a short time... but when you needed to inhale... that would be a problem.
You eyes would still create tears, and you would be feeling pretty sad (or happy)
