In my opinion it's the fault of society. We have made it acceptable to swear on TV and think it's funny when people are rude to each other. In the past swearing was a big no no in public, people were polite to one another, and everyone felt that it was necessary to do the Right thing. When I was young I was made to say yes mam, no sir, open doors, not get smart, etc.
And when I didn't comply my parents disciplined me. (not a time out) And my parents were the BOSS not my friends. I respect and love my parents, I have friends I can talk to.
We as a society need to start telling others and there children that here behavior is unacceptable. Scorn and ignore those who swear in public and bring back moral fiber.
PS I am not religious...

It all depends on the situation but alot of these children are unwanted accidents of a promiscuous past! They are therefore resented by their parents who feel weighed down by the childs existance (until the child benefit comes in of course... then it's bottles of vodka all round!)
These parents are frustrated with the way their life has turned on it's head because of a random moment of passion!
Also we are raised in a society where we see swearing and violence on TV... it's become ingraned in the general lethargy experienced by and unfortunate percentage of society....
The values of yesteryear have certainly gone! Things have even changed from I was young.... and I'm only 23!!!!!
They should never have banned smacking! I know some poeple go overboard but a whack on the hand when I wasn;'t behaving never did me a bit of harm... all this "don't do that" really won't work!!!!!
Good Luck!

Rational answers...got several.
unprotected sex lasts a short time...parenting lasts a life time.
Laws preventing the way I was raised...if I messed up?...Pop would kick my *** and I know he would.
Parents now a days are lazy...they continue with their lifestyle and some are so incompetent.
Of course some parents cater to their child's every want not realizing they are spoiling them for future life.
Parents sometimes are just lazy, don't care what they say may be 'picked up' by their kids. Of course actions speak louder than words.
Hope this a rational one...it was intended to be.

To me the answer is quite simple, there is no personal responsibility anymore. Parents abdicate responsibility to school teachers. Teachers blame the government who in turn remove the ability for anyone to impose discipline.
We have rules that allow you to sue someone for your OWN stupidity, so you're no longer responsible for you're own actions. The workshy get handouts from the state so people don't have to be responsible for supporting their own families. Need I go on?

When were parents responsible? You pose your question as though parents were more responsible in the past.
Everyone is flawed (just look at your spelling and grammar). Can't parents be flawed too?
