What is 'spicked' hair? The hair of a Latin American? Now now...
I'll assume you mean spiked. If you're not an authetic punk I think it looks very juvenile (like you wanna be bad but you've gotta get your mommy to buy you hair gel). Though flat is boring. A style that has texture and works with your face shape is best.

All depends on the way your face is, but in general spikey gives you a more funky look!
sit in front of a mirror and try all sorts of styles together with a friend and something to drink, see what looks great on you and have a ball!

I like it down, but it would depend on the persons hair texture and thickness.
