It was a good idea to send your puppy to your parents. First, sit your roommate down and tell her that if she wants to keep the dog, she'd better start taking care of her. Otherwise, you'll call the pound or a rescue and have her picked up. That should help.

As for neglet, leaving the dog alone for hours doesn't really constitue neglect. However, if she doesn't feed her or doesn't get her groomed or take her to the vet for shots or check-ups, THAT'S neglect. Check with your local humane society for what would be neglect and what isn't before you report her for it. Make SURE.

Good luck and hope that helps.

I know in MA basically the animals have same rights we as people do. If he has food and water and vet care it's not physical abuse. But now mental abuse does come into play. Call your local animal recue legue and they can point in the right direction. Because it does seem cruel that dog is left behind all the time and since you did buy a pen for it to be able to go out side and she got rid of it. I do think it's time you stepped in and let the dog go to a home were it will be taught the right way and have a happy life.

If the dog is fed, has water and vet care when needed its not physical abuse, but its not good for the dog to be left alone so long. I would have a serious talk with your roommate and tell her very calmly how you feel, and that you don't feel you can take any responsibilty for the dog any more. Basically... its your dog, get on with it...but sugar coated! lol
There is of course the hygeine issue too. YUK!!!! Does the lease for your rental (assuming thats what it is) have a clause about pets? If it does you can report the dog (anonomously!) to your landlord. That will solve the problem.

It is not neglect to not train your dog, nor is it neglect to leave them alone.

Talk to your roomate about it. Or give your notice. Or train the dog yourself, it is not the dogs fault your roomate is irresponsible.
