Mauser is originally a German design and copied by MANY other countries. The Mosin Nagant is a Russian design. Both are bolt action designs and served in multiple wars and are available in the U.S. Mausers are typically either 7mm or 8mm. The MN is 7.62 x 54 mm.

Your question has been answered above, I'll just add, there is no such thing as a mosin nagant chambered in 7.62x39, the ONLY caliber Mosin nagants were ever chambered for is what is now called the 7.62x54R round. A conversion can be done to make a Mosin nagant a .308 (7.62x51 nato) but they were never originally chambered for this round.

Mauser rifles were/are made in Germany. They were also made in Argentina using the Mauser patents/designs. These are some of the strongest actions ever made and the older ones are still in hi demand from custom rifle makers. The Mosin Nagant is made in China and Viet Nam. A good action for an inexpensive military weapon. Some are highly accurate and were used as sniper rifles in the Viet Nam War. The Mauser is still available in calibers from .223 through .458 Win Mag and just about everything in between from Mauser and custom gun makers. The Mosin Nagant is available in 7.62X39 and 7.62X39R(rimmed). The Mosin Nagant is now available through a lot of military surplus outlets.

The real defining part of the Mauser rifle is the receiver. It's one of the strongest ever made, and is still being made using the same patents. It was also made in Turkey. (I have one)
Mosin Nagant also carries 7.62x54R. (I have one)
