Two free programs...
For the more involved that can almost everything that Adobe Photoshop can try...

Or for more simple manipulation try.....

The gimp may look a bit daunting but it really doesn't take long to get used to it and really has every option you really can need.

Here you can find a free download of GIMP: [link]
GIMP is a free program you can use for a bunch ot tasks like photo retouching, image authoring and image composition. In my opinion it is the best free photo editing software on the market. It's not as powerful as photoshop, but it's free and can be augmented with plugins and extensions. These features make it the most advanced free photo-retouching software. GIMP can be used as a simple paint program or a complex image-manipulation software (thanks also to to a very advanced scripting interface)

Adobe Photoshop http://www.adobe.com/products/photoshop is THE photo editing software. I would not recommend it to a new user, but to someone that has used a photo editor in the past and wishes to upgrade fron another photo editor.
Adobe also offers Photoshop Elements http://www.adobe.com/products/photoshopelwin which is great for a new user. If you are making cards and flyers (and I assume, from those edited photos) then Photoshop Elements is the software for you, especially if cost is a factor.

For advanced and fully functional photographic manipulation gimp2 is very similar to Photoshop and is available from http://www.gimp.org
The GIMP (GNU Image Manipulation Program) is a freely distributed piece of software suitable for such tasks as photo retouching, image composition and image authoring. It is a powerful piece of software with capabilities not found in any other free software product. It can be used as a simple paint program, an expert quality photo retouching program, an online batch processing system, a mass production image renderer, and an image format converter.
