The month of Ramadan is related to the moon because if it was related to the sun (solar calender) then Ramadan would have fallen in same month every year. e.g September every year which means that people in cetain places will always have to fast in winter or summer or autums or spring. But if it is based on the lunar year, then there would be a change every year, so if it is in Summer this year, next year it would be in Autumn and so on.
This is a sign from Allah and a blessing. You can just imagine what would be it like if all Ramadan were in Summer in the Middle East or always in Monsoon in India or winter in the western countries.

Lay man's answer:
When you plot a Graph you need two axis, X-axis and Y-axis.
therefore Time has two references with respect to Sun and with respect Moon for Earth.
Second Logic: ( I borrowed this from one of my Brothers answer)
ISLAM say nothing with out a scientific reason we can correct our time of the day according to sun which daily rises and descends and does not changes its shape and also tells the time when to exercise and when gain energy through sun whereas moon tells us about the months to correct our dates. and scientifically it also tell us about how many times the tide rises and how many seasons have passed and how many times history repeats through these tides we can know a lot about history and geology whereas sun can tell us about the dates of carbon no the crust of earth in the day time the moon and the sun work togather in ISLAM and in the science to help us determine many things.
Third Logic: ( Super Logic)
Will of Almighty and Prophet must have some True Logic which we may not understand now but with dew time we may find out.

Praying is to be done on a daily basis, whereas Ramadhan is a month. Sun changes position daily and prayer timings are based on sun. Moon changes shape(visibly) on a monthly cycle, so Moon is used to determine months in a lunar calender

Islam follows a lunar calendar, its different phases and shape giving an indication of how many days had passed., so full moon to full mooon would equal 30 or 29 days.
The shadow from the sun is how they measured time.

fasting month is only a month in every year.
Praying or solah ( in arab) 5 time a day that must be done in every day that relate to time day and night ( that means the movement of sun).
