At the time I lived in Newport Beach California. It was dark, about 9:30 pm and I was walking home from the store. It is a hilly residential neighborhood and I'm about a quarter mile from home when a police car past by me. I was a block from home when the same car came back and stopped me. The officer asked how old I was and where I lived. After I told him I was 17 he said "this is what I do to people that run from me" and he proceeded to frisk me. With my hands on the hood of the car he kicked my feet far apart and checked me for weapons. Then, still in the same position he unzipped my pants, put his hand down between me and my underware and ran the tips of his fingers across the bottom of my testicles. I was Scared to death I couldn't move. He then had me stand up and told me to go. I had always felt he was trying to get me to flinch so he could hit me. I never told anyone this untill about a year ago, I'm now 59 years old. Do I have a case, is there a statute a limitations?

There are no statute on limitations on police "stop and frisk" practices I am aware of. If you recall his name, I'd still file a grievance. But bear in mind that if you did not have a camera ready, Internal Affairs will dismiss it...
HOWEVER,
You don't know if, in doing so, yours makes the number that tops the list of complaints that will round off the pig. So, don't wait any longer!

get advise from an attorney sometimes the statute of limitations does not apply if you expose this person it may bring out other people that are also afraid to speak someone has to have the courage to speak up i am dealing with something similar and am pretty scared but my child died and i believe that part of him giving his life was to give me the courage to expose corrupt law enforcement just talk to someone get some advise and go from there have a good day and i will pray for you
