After the marriage of rama with Sita and coming to Ayothya, preparations were made at Ayodhya for the inauguration of Rama as successor to the throne. Kaikeyi, the second wife of Dasaratha, and mother of Bharata, was her husband's favourite. She was kind to Rama in childhood and youth, but she had a spiteful humpbacked female slave named Manthara. This woman worked upon the maternal affection of her mistress until she aroused a strong feeling of jealousy against Rama. Kaikeyi had a quarrel and a long struggle with her husband, and reminded Dasaratha of the two boons given by him earlier and wanted to implement them now by sending Rama to forest for 14 years and secondly making her son Bharata as king of ayothya. After a long discussion at length Dasarata consented to install Bharata and to send Rama into exile for fourteen years. For this reason Lord Rama was exiled to forests for 14 years.

his step-mother, a second wife of the previous king, had had the king's promise that her born-child, which was Bharata, would be the next king of Ayodya, instead of Shri Rama.
Bharata went to the forests begging Rama to accept the throne, but Rama refused once, in order to fulfill his father's promise. so Bharata became the king until Rama's return.

kaikeyi, one of the wives of dasaradha, got a promise from him that any time he would grant her two varas for the help she did in a war.though she was a good woman, she was influenced by her maid, mandhara who forced her to make her son bharata as king instead of Rama. due to the bad influence of mandhara, kaikeyi asked dasaratha, to make her son bharata as the king and send Rama to forests. as dasaradha could not retratct from the promises he made to her, he had to obey her.thus Rama was sent to forests. it is called pitru vaakya paripaalana, which means obeying the orders of father by a son.
