You may do so through prayer. It’s not as though he doesn’t already know what you’re thinking. The prophet Habakkuk in the Bible complained to God. If we have a complaint, feel free enough to voice it to the One who cares about you more than anyone else. And He is always there to listen to you. Just speak to Him. No cell phone is required!

Why do you think he would ever give it out. But try this - it worked for me once (admittedly it was to find a forgotten phone number of a drug dealer) but it should work. Take a pen - put it in your hand and write down whatever comes into your head. It works a bit like tongues etc. Happy Worship! (oh, 07790305604)

You don't need a mobile phone. It is a toll free number that can be used without any device. You just say "Dear Lord" and then continue with what you need or want to say.
He will listen.
