Because it would be awful annoying to have a brain in our foot as we walk around.
Some people do have their brain more in their backside than their heads though.

A better question is, Why are we even here, for what purpose?
Humans effect nothing that is, support nothing in nature are not required for anything.
Why even come here, be here a while and leave?
The only things humans do is kill each other and destroy everything around them.

I would suspect that there might be problems if we kept them somewhere else.
For example...if your brain was in your feet you might squash all of your good thoughts (or walk all over them).
