Absolutely not the taxi. Use trams and buses. Comfortable ferry to nearby islands is available and the fare is really cheap.

taxi. when i was in istambul someone blew up several busses. so i wouldn't go anywhere on a bus or other public transport. i wouldn't go to istabmul at all frankly speaking

Public Bus service, Tram service & vapur (ferry boat) all reasonable & efficient.
